[30.08.10] Dear Kazakhstanis, Soldiers! Today our country passes staging line in the development of national statehood. We solemnly mark the 15th anniversary of the Main Law of the country. I congratulate all Kazakhstanis with all my heart on this significant date! The Constitution has established unity of the people, united all nationalities linked in their common history on the Kazakhstan's land. It was born by single national willand it became a creative basis of the country’s development. During these years we have made tremendous progress in building a modern state.15 years of independent constitutional building are an instant in a history stream, but it has embodied events and fulfillments of which our people dreamed centuries.

[11.08.10] Kazakhstan’s chairmanship in OSCE coincided with a lot of key events in the world and is the series examination in political maturity, which we have experienced worthily. Though in 2004, when Kazakhstan for the first time outlined its aspiration to be an OSCE Chairman, many countries held the skeptical position. We could get the support of all Organization due to the huge efforts of the Head of State and diplomatic corps. Our chairmanship in OSCE is the efficiency example of the Kazakhstan’s foreign policy and a real recognition of our achievements in economical and socio-political development. Recognition that Kazakhstan has a rapid growing economy is the key partner of all large world powers.

[09.06.10] After collapse of the USSR, Kazakhstan took the course of market transformations simultaneously with 28 countries of the former socialist camp. However their level of development seriously differs today. Kazakhstan have avoided revolutionary shocks and choose own way of development – the way “from economy to a policy”. Time is the best judge, and it has proved fidelity of the strategic course of the President of Kazakhstan in the early nineties. Looking back, you are convinced that without the present leader who capable to take responsibility for his decisions, capable carefully to analyze and think over each step what Nursultan Nazarbayev is. Now Kazakhstan hardly was registered on the most successful and progressive in the Central Asia, and on the post-Soviet territory.

[24.07.10] In the Address of President Nursultan Nazarbayev is especially noted that Kazakhstan will be successful industrial power in new decade. The State Program of the forced industrial-innovative development and the Map of Industrialization of the country should provide achievement of the major boundaries of economic development of the country. According to these documents the orientation and structure of economy towards development of non-primary export and processing industries changes. Kazakhstan’s modern economy is characterized as the developing economy of the transitive type which has developed amid the relative resource redundancy and technological backwardness. The formed today’s economic structure became a consequence, on the one hand, a favorable world economic conjuncture, on the other – difficulties of economic transition to new market economy model for the independent state.

[21.07.10] A half year has passed since the Kazakhstan’s chairmanship in OSCE. Still 20 years ago very few people in the world who could predict that Kazakhstan becomes the locomotive of regional economy and will chair such authoritative international organization. However due to successful reforms Kazakhstan has strong, fast-growing economy, possesses authority on international arena, and is the reliable partner for world powers. In 2004 when Kazakhstan for the first time expressed its wish to be an OSCE chairman, other OSCE member-states were sceptically. However due to the big diplomatic efforts Kazakhstan could achieve support of all OSCE members. And an informal meeting of the OSCE Ministers of Foreign is evidence of the Kazakhstan diplomacy level. Heads of foreign policy departments highly appreciated Kazakhstan’s measures as the chairman.

[31.08.10] - B. Sultanov, we mark a significant date, 15th anniversary of Constitution, the date is solid. If we now see back, why did we need to adopt a new Constitution in 1995? - The issue is that our state is young. It is developed by the evolution way. That is why it was adopted the first Constitution of Kazakhstan on January of 1993. The question arises, why did it need a new Main Law, 15th anniversary of which we mark this year? The question is that the Constitution of 1993 had transition nature. It fulfilled its goal. Let me remind you that the Law was adopted in the sitting of Supreme Council of the IX Session of XII Convocation. The structure of the parliament inherited from Soviet Union. The character of statehood, the status of languages was unclear. On private property on the earth was written only in the most general terms. The issues of citizenship were unclear as well. These principle problems could be reason for growing political and social tension.
