The  concept   of   good   governance  has become the fashionable nowadays. Countries around the world try to incorporate the elements of good  governance  into their public administrative  frameworks. The World Bank starting from the 1996 conducts regular assessment of countries in terms of various parameters, one of which is the voice and accountability. Generally, the accountability implies the situation when the actions of the particular body are the subject for the monitoring and inspection from the side of other institutions.

Taking broader perspective, there are different ways in which governments can be held accountable. From the perspective of the Public Administration discipline accountability implies the responsibility of the civil servants to disclose the information regarding how public resources are being used  as  well  as  how  the  state  bodies  are achieving their objectives [1]  [2]. Going  further,  there  are  different  types  of accountabilities indicated by scholars. For instance, Bovens points toward the political  accountability,  which  is  when the elected officials are obliged to account for their actions in front of the population [3]. This is because the  elected  officials are the representatives of the citizens, the latters literally delegated their power to the formers.
